Parent Groups in US and Britain Charge Governments Manipulated Study Data to Stop Further Research Into Vaccination and Autism
Washington, D.C. - -Parent child health advocacy groups in the US and Britain are charging that public health officials in governments of both countries manipulated research data in June 1999 in order to stifle further investigation into the association between the live virus MMR (measles-mumps-rubella) vaccine and the development of autism in some children. The parent groups are criticizing the conclusions of British government authors of a study published in the June 11 The Lancet and an accompanying statement, written by US government health officials, who are claiming that the small study lays to rest the possibility that MMR vaccination is a co-factor in the development of autism in some children.
The population-based, case-series analysis conducted in the North East Thames region of Britain revealed that the number of children diagnosed with typical and atypical autism has risen by 25 percent in Britain each year since the 1980’s, after the MMR vaccine was introduced into that country, and also found a significant clustering of parent-identified behavior changes in children within six months of MMR vaccination. Despite these two findings and the fact that the pre-selected medical records of only 498 children were included in the retrospective study, the study authors categorically stated that "our analyses do not support a causal association between MMR vaccine and autism. If such an association occurs, it is so rare that it could not be identified in this large regional sample."
Allergy Induced Autism (AIA), the largest and most influential parent advocacy group representing autistic children in Britain, labeled the study "fatally flawed and statistically inadequate" and called for the resignation of key members of the government Study Group and an independent study to be conducted. Rosemary Kessick, AIA President, said "The authors manipulated the results to ‘prove’ their own pre-existing hypothesis.
They are prepared to place a skewed and feeble study into the public arena in an attempt to defend the MMR vaccination. AIA considers that any such attempt to justify health policy by using inadequate research as propaganda is reprehensible."
In a commentary, US Centers for Disease Control officials criticized the "media frenzy" in Britain when a study published in Gastroenterology in June 1999 concluded that children who catch measles and mumps disease within a year of each other have a six times greater risk of developing Crohn’s disease as adults, an incurable inflammatory bowel disorder that has become five times more common in young adults since the early 1970’s.
A 1997 study published in The Lancet found an association between the receipt of the combined MMR live virus vaccine and the development of intestinal bowel dysfunction and autism.
Dismissing the significance of persistent reports by parents that their previously healthy children are suffering intestinal bowel dysfunction and exhibiting autistic behaviors following MMR vaccination, the CDC commentary authors state "In most cases, autism represents a birth defect."
The National Vaccine Information Center (NVIC), the largest and oldest parent vaccine safety advocacy group in North America representing parents of vaccine injured children, and Autism Research Institute, the largest and oldest organization representing autistic children in the US, are joining British parents in questioning the validity of the study. Barbara Loe Fisher, NVIC co-founder and president, said "It is clear that government health officials in both countries, who have conflicting responsibilities for licensing, monitoring and promoting vaccines, are attempting to prematurely shut down any legitimate scientific investigation into why bright, healthy children get vaccinated and then develop severe intestinal problems and autistic behaviors.
This is not real science, it is pseudo-science and the public will not be fooled. We need to take funding for vaccine adverse event research out of the hands of government epidemiologists protecting existing policies and put it into the hands of real scientists who can get the job done."
Bernard Rimland, Ph.D., Director of the Autism Research Institute (ARI) and founder of the Autism Society of America, said "The enormous rate of increase in autism is very real and has catastrophic implications for society, not just for the children and their families. All suspected causes – and vaccinations are a prime suspect – must be objectively studied and not summarily dismissed by hastily concocted studies designed to prove vaccines safe. There can be no sacred cows too holy to be scrutinized."
Both the US and Britain have seen dramatic increases in the numbers of children diagnosed with autism in the past two decades. A report from the California Department of Developmental Services - www.dds.ca.gov - found that the number of young children diagnosed with autism has increased 273 percent between 1987 and 1998 while other developmental disorders showed only increases of 47 percent or less. A dramatic increase in autism cases began to occur in California after 1978, which coincides with the introduction of the combined MMR shot into the mandatory vaccination schedule in the U.S.. Previously, the live virus measles, mumps and rubella vaccines were given separately at different times during early childhood.

ADVOCACY GROUPS CALL FOR RESEARCH TO INVESTIGATE LINK BETWEEN AUTISM INCREASE AND VACCINATION
Responding to a new report released yesterday by the California Health and Human Services Agency revealing a 273 percent increase in California children diagnosed with autism during the past decade, the National Vaccine Information Center and three other advocacy organizations representing parents of autistic children are calling for independent scientific research into whether increased vaccination in early childhood is a contributing co-factor to the development of autism.
According to the California State Department of Developmental Services (DDS), in 1998 there were 1,685 new cases of children diagnosed with autism with an incidence rate, based on 1998 population figures, of 1 in 312 California children now being diagnosed with autism. These figures include only children served by the California Developmental Services System and do not include the more than 13,500 children aged 0 to 3 years in the state’s Early Start Program, yet to be diagnosed, most of whom present with language and developmental delays. Autism as a percent of the total client population served by California’s regional centers nearly doubled between 1987 and 1998, with the most significant increases seen in young children less than nine years of age.
It has been widely accepted that between 2 to 5 cases of autism occur per 10,000 live births in the U.S..
Based on these estimates, only 1 in 2,000 to 1 in 5,000 births in California should eventually be diagnosed with autism instead of the 1 in 312 which actually occurred in 1998.
The DDS report stated that "the number of persons entering the system with autism has increased dramatically over the past 11 years relative to the other three developmental disabilities (cerebral palsy, epilepsy and mental retardation) and "compared with other disabilities, net growth in the number of persons with autism is on average about 3 times greater each year." DDS predicted that the autism population in California would continue to grow and that "independent study of the factors that have contributed to the increase" needs to be conducted.
Calling the report "a warning bell," and pointing out that the dramatic rise in autism in young children during the past decade coincides with dramatically rising vaccination rates in California and other states, the National Vaccine Information Center (NVIC) joined with Autism Research Institute (ARI), Cure Autism Now (CAN), and Autism Autoimmunity Project in endorsing the state agency’s call for independent scientific research to investigate causes of autism. The parent groups are urging that immunization be examined as one of the possible biological co-factors involved in the development of autism in some children.
"Parents are reporting to our organization in record numbers that their children are becoming autistic after vaccination. Our experience in the past 17 years has been that, as immunization rates have increased significantly in all states, we have seen an increase in reports of vaccine reactions, including immune system dysfunction and autistic behaviors." said NVIC co-founder and president, Barbara Loe Fisher.
Bernard Rimland, Ph.D., founder and director of Autism Research Institute (ARI), said "Our database includes thousands of cases of previously healthy children who began exhibiting autistic behaviors soon after getting a routine vaccination." Portia Iverson, founder and president of CAN, the Cure Autism Now foundation, agreed adding "Approximately one-half of the hundreds of parents who call our office each month report that their healthy child became autistic shortly after vaccination." Ray Gallup, Director of Autism Autoimmunity Project, said "We can’t wait any longer to find whether some children are at higher risk than others for developing autism following vaccination."
Six new vaccines were added to the mandatory vaccination schedule in the U.S. between 1963 and 1998, including 5 doses of live oral polio; 2 doses of live measles, mumps and rubella; 4 doses of HIB; and 3 doses of hepatitis B vaccine. During the same time period, vaccination coverage rates rose in American children under age three from between 60 and 80 percent in 1967 for MMR, polio and DPT vaccines to between 80 and 95 percent coverage in 1997 for DPT; MMR, polio, HIB, and hepatitis B vaccines.
The April 2, 1999 Morbidity and Mortality Weekly Report published by the Centers for Disease Control (CDC) reported that "Overall, U.S. vaccination coverage is at record high levels. In 1997, coverage among children aged 19-35 months exceeded 90 percent for three or more doses of DPT…poliovirus vaccine…HIB vaccine and one or more doses of measles containing vaccine." Additionally, coverage for three doses of hepatitis B vaccine was 84 percent.
Many previously healthy children, who begin exhibiting autistic behaviors after vaccination, also show signs of immune system dysfunction. Some of the children have been diagnosed with high measles or rubella titers and have had their autistic behaviors eliminated or reduced through therapies affecting immune system function, such as intravenous immune globulin (IVIG) infusions and diet modifications.

PARENT GROUPS AND VACCINE POLICYMAKERS CLASH OVER RESEARCH INTO VACCINES, AUTISM AND INTESTINAL DISORDERS
WASHINGTON, D.C. - Responding to newswire stories in which vaccine policymakers at the Centers for Disease Control and American Academy of Pediatrics attempted to discredit a study published in the Feb. 27 The Lancet reporting a new syndrome involving inflammatory bowel disease and autism in children following viral infection or MMR vaccination, the National Vaccine Information Center (NVIC) called the attack on the British scientists "a threat to independent scientific research and the public health."
Two parent research organizations, including Autism Research Institute and Cure Autism Now foundation (CAN), who support research into all potential causes of autism, joined with NVIC in calling for independent studies conducted by non-governmental researchers into the possible link between vaccines and autism using a portion of the one billion dollars appropriated to the Department of Health and Human Services (DHHS) every year to create, buy and promote vaccines. NVIC is also calling on federal health agencies to publish an article in the medical literature detailing the prospective case controlled clinical trials and other safety data used to license the live MMR (measles, mumps, rubella) vaccine and recommend a second dose of measles vaccine for all children.
The object of the attack by US vaccine policymakers were 13 British scientists, led by gastroenterologist Andrew Wakefield, M.D., who reported that they studied 12 previously normal children between three and 10 years old who developed severe intestinal disorders. Eight of the 12 children also developed behavior problems and developmental delays diagnosed as autism, with the parents or the child's physician reporting the health problems began soon after MMR vaccination. Five of the children had a history of previous reactions to vaccination before receiving the MMR shot that was associated with a marked deterioration in their health.
The team of British scientists, who have announced they have investigated more than 40 other cases of children suffering from the same syndrome, emphasized in the published study that they were not claiming to have proved a cause and effect relationship between MMR vaccine and the children's health problems.
They are calling for more studies to resolve the question of whether persistent viral infection, either from natural disease or live virus vaccines, can cause disregulation in the absorption of diet peptides leading to chronic inflammation of the bowel and damage to central nervous system development in some children.
Federal public health officials and vaccine policymakers in the American Academy of Pediatrics quickly jumped on Wakefield and his colleagues and attempted to publicly discredit the study. In an editorial published in the same issue of The Lancet, federal health officials Robert Chen and Frank De Stefano charged that "vaccine safety concerns such as that reported by Wakefield and colleagues may snowball" when the public and the media "confuse association with causality and shun immunization."
The CDC officials discounted the study's importance and suggested the children's health problems following vaccination were "coincidental" and not caused by vaccination. This was followed by a Reuter's newswire story on Feb. 27 that quoted AAP physician vaccine policymaker Neal Halsey saying it was "highly inappropriate" for the British scientists to discuss a possible association between the children's health problems and measles or MMR vaccines in their study. A leading proponent of mandatory measles vaccination, Halsey conducted studies in the third world using an experimental high potency measles vaccine that were eventually halted after the discovery of an excess of number of deaths in girl children who had been given the experimental measles vaccine.
Barbara Loe Fisher, co-founder and president of the National Vaccine Information Center, said that "for 15 years we have been hearing from parents and reporting to the government that children are dying and getting very sick after being vaccinated. It is tragic that vaccine policymakers in the government and the private sector would prematurely condemn independent clinical and basic science research which could lead to the identification of children perhaps genetically or otherwise at high risk of being injured by vaccines. The kind of cutting edge research that Dr. Wakefield has undertaken could lead to screening techniques and therapies for these children. We need more science and less stonewalling. Parents are outraged and they should be."
The incidence of autism and other chronic immune and neurological dysfunction in children has climbed dramatically in the US in the past 30 years. One in 1,000 children now diagnosed as autistic, making autism more prevalent among children than childhood cancer, multiple sclerosis or cystic fibrosis.
Bernard Rimland, Ph.D., founder and director of Autism Research Institute and founder of the Autism Society of America, said "It is ludicrous to claim that the link between many cases of autism and vaccination is just coincidental.
Dr. Wakefield's group has greatly expanded our understanding of one possible mechanism.
The blunt truth is that some children are harmed by vaccinations. Research, not denial, is the proper response to this report."
Portia Iverson, founder and president of CAN, the Cure Autism Now foundation said "Approximately one-half of the hundreds of parents who call our office each month report that their child became autistic shortly after receiving a vaccination. While some of the criticism launched at Wakefield's preliminary results is valid in that, yes, the onset of epilepsy, autism and other developmental disorders often do occur at the same time vaccines are routinely given - isn't it the responsibility of the government to take a proactive position on behalf of these children rather than a defensive one? A more consumer protective response would be to conduct a scientific investigation that proves or disproves the association rather than to discredit the preliminary report of such an association and the reports by thousands of parents."
Although more than one billion dollars is appropriated by Congress every year to federal health agencies to develop new vaccines, buy vaccines and promote the use of vaccines, none of that money is used to fund independent, non-governmental researchers to investigate why and how some children develop serious health problems following vaccination. After the National Childhood Vaccine Injury Act of 1986 was passed, NVIC began calling for basic science research studies into the biological mechanism of vaccine injury and death as well as large controlled studies comparing vaccinated and unvaccinated children for all morbidity and mortality outcomes over time to answer basic science questions about vaccine-associated immune and neurological dysfunction.
